Using student data for district, school, and classroom improvement planning can be very helpful when it is used correctly and with the necessary security and privacy practices in place. Although data can be used to facilitate change and improvement, there is a need to balance the usefulness of this data with the privacy of the students who the data is about.

Electronic Grants Management System (eGMS)
The electronic Grants Management System was developed in FY 2005 with the primary goal of reducing grant preparation time for local education agencies, improve data quality and communications, standardize ISBE grant applications, and improve efficiency of the grant review and approval. The first application created in the eGMS was the NCLB Consolidated application.

Employment Information System (EIS)
The Employment Information System (EIS) is for district use in reporting data for teachers, administrators, and other employees. Through EIS, not only can data be entered and edited using online screens, but it can also be submitted via batch file. EIS also allows data to be reported continually (no closed periods during a school year) for both licensed and non-licensed employees. Further, EIS incorporates the administrator, teacher, and benefits data that school districts are required to report by October 1 each year, per Sections 10-20.47 and 34-18.38 of the School Code.

IEP-Student Tracking and Reporting System (I-Star)
The IEP-Student Tracking and Reporting System (I-Star) is the agency’s web-based system for collection of all special education students and personnel approvals and claims for reimbursem*nt. Many data elements are collected to comply with the Individuals with Disabilities Education Act (IDEA) Section 611 Part B Flow Through for students ages 3-21 and Section 619 Preschool for students ages 3-5. The I -Star system also includes an electronic Individualized Education Plan (IEP) module. Data can be entered and edited using online screens or submitted via batch file processing.
I-Star validates all student entries via coordination and alignment with the Student Information System (SIS). A required SIS identification allows student demographics to automatically be populated, eliminating duplicate entry for school districts. The SIS enrollment will also be used to control access to the student.
I-Star validates all personnel entries via coordination and alignment with the Employment Information System (EIS) which collects and analyzes employee-related information directly from districts. In addition, personnel entries for proper licensure and endorsem*nts are verified against the Educator Licensure Information System (ELIS) which allows all ISBE associate roles such as educators, administrators, district employees, licensure officers, and regional offices of education to operate in one system. Educators may apply and maintain their credentials online and districts may view information on their educators, upload educator evaluation information, and authorize approvals.

Illinois State Course System
The Illinois State Course System was developed to collect and store Illinois State course information. Only two types of users are able to access the system, ISBE Administrators and Employment for Education (EFE) directors. The reports contained in the Illinois State Course System can also be accessed via the Student Information System (SIS). The State Course System is divided into 23 Subject Areas.

Student Information System (SIS)
The passage of the "No Child Left Behind Act of 2001" increased accountability and reporting requirements regarding student academic achievement. In order to better respond to these and other federal and state reporting requirements, ISBE and the IBM Corporation are in the process of developing and implementing a state-level student information system. Through the project students will be assigned a unique identification number. All data to and from the state will use that unique identifier. The use of individual student records will:
- increase the state's capacity to follow a student's progress over time;
- provide better quality data to drive more enlightened policy decisions resulting in enhanced educational opportunities for all children;
- reduce data collection burden on schools and districts; and
- enhance the use and relevance of state data by districts and schools.

Year End Collection (YEC)
Year End Collection (YEC) is a data collection that replaced the previous E-Report Card and End of Year Report data collections in 2019. The YEC added new information about New School Building starting from the 2021 school year. The Year End Collection collects five data elements:

My Data Dashboard is an optional service provided by ISBE. My Data Dashboard replaces Ed360, which has been available since 2018.
The goal of My Data Dashboard is to provide administrators and teachers -- detailed data related to critical performance metrics to allow for data driven decision making and a deeper understanding of how data can be used within the State, districts, schools and classrooms.

Financial Reimbursem*nt Information System (FRIS) Inquiry
The Financial Reimbursem*nt Information System (FRIS) Inquiry is a view only system that contains state and federal grant, expenditure and disbursem*nt information for all local education agencies that receive funding by the Illinois State Board of Education. The FRIS Inquiry system is updated in real-time and allows the general public access to all education grants distributed by ISBE as well as the ability to run and extract reports.

Data Quality Dashboard
The Data Quality Dashboard is an interactive tool designed to provide feedback to districts on the accuracy of their submitted data. While use of the Data Quality Dashboard is optional, it can be an extremely helpful tool to ease data collections. The goal of the Dashboard is to empower districts to take the quality of their data into their own hands by checking submitted data against a series of audits. The Dashboard will provide pathways for districts to correct any and all potential errors without needing to call ISBE.
